The United Kingdom and France Plan to Send Troops to Ukraine should a Peace Agreement is Finalized

Placeholder Diplomatic Meeting

The UK and France have signed a declaration of intent concerning the stationing of military forces in the nation if a ceasefire be struck with Russia, the UK Prime Minister, Starmer, has announced.

After talks with Ukraine's allies in Paris, he noted that the two nations would "set up defense centers across Ukraine and erect secure facilities for weapons and military equipment" to discourage any future invasion.

The allied nations also suggested that the US would assume leadership in verifying a truce.

The Kremlin has consistently cautioned that any non-Ukrainian military in Ukraine would be considered a "valid objective", but has so far not issued a statement on this latest declaration.

Context and Continuing Conflict

Moscow's leader Vladimir Putin launched a full-scale invasion of Ukraine in early 2022, and Russia at this time controls roughly 20% of Ukraine's sovereign soil.

"This represents an essential component of our commitment to support Ukraine for the duration," remarked Starmer.

National leaders and senior officials from the "Coalition of the Willing" were involved in the recent discussions.

Addressing reporters at a joint press conference, Starmer added: "It paves the way for the operational parameters under which allied and coalition forces could function on Ukrainian soil, defending Ukraine's air and maritime domains, and rebuilding Ukraine's defense capabilities for the time to come."

The PM also stated that Britain would participate in any American-headed monitoring of a prospective cessation of hostilities.

Defense Assurances and Diplomatic Positions

Top US negotiator Steve Witkoff remarked that "lasting security guarantees and substantial prosperity commitments are vital to a permanent resolution" in Ukraine – mentioning a key requirement made by Ukraine.

He noted the partner nations had "largely finished" their work on finalizing such pledges "in order that the citizens of Ukraine know that when this war ends, it ends forever."

The former US envoy, former American President Donald Trump's special envoy, also was involved in the negotiations.

Meanwhile, France's leader Emmanuel Macron declared that Ukraine's partners had made "major headway" at the negotiations.

He noted that "comprehensive" security guarantees for Ukraine had been reached in the event of a prospective truce.

Ukrainian President Volodymyr Zelensky stated that a "significant step forward" had been made in the talks, but qualified that he would only deem efforts to be "adequate" if they led to the end of the fighting.

Earlier, he suggested a peace agreement was "largely prepared". Finalizing the last 10% would "decide the outcome of the agreement, the destiny of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and defense assurances have been at the center of key disagreements for the parties involved.
  • Moscow has repeatedly warned that Ukraine's forces must retreat from the entirety of Ukraine's eastern Donbas region or Russia will occupy it, refusing any compromise over how to end the war.
  • Zelensky has thus far rejected ceding any land, but has suggested that Ukraine could move its forces to an mutually accepted point – but only if Russia follows suit.

Moscow currently occupies about 75% of the Donetsk oblast and around 99% of the adjacent Luhansk region. The areas form the area of Donbas.

The initial US-led comprehensive framework that was circulated to the media last year was perceived by Kyiv and its EU supporters as being heavily skewed in Russia's direction.

This triggered a period of high-level discussions – with Ukraine, the US and European leaders trying to revise the draft.

Last month, Kyiv sent the US an revised framework – as well as distinct documents describing prospective security guarantees and provisions for Ukraine's reconstruction, Zelensky added.
